POSITION: TECHNICAL SPECIALIST OR ADVISOR FOR SUSTAINABILITY & PARTNERSHIPS

RESPONSIBILITIES:

Financial Sustainability of Local Partners

• Work with the Government of Vietnam (GVN) including the Vietnam Administration of HIV/AIDS Control, and provincial Departments of Health and Centers for Disease Control to develop policy, procedures, guidelines, and tools to leverage government funding to support community-based organizations (social contracting).

• Build and maintain effective partnerships with officials at national and provincial levels and non-governmental organizations working on financing and implementation with local partners.

• Facilitate national and provincial conversations on social contracting.

• Ensure social enterprise partners can accurately report into social contracting monitoring platforms.

Social Health Insurance (SHI)

• Provide technical assistance to EpiC sites on policy compliance, contracting, reconciliation, and reimbursement for social health insurance.

• Advocate for provincial funding to cover social health insurance co-payments and support costing and sustainability planning.

Project and Knowledge Management

• Develop tools and guidelines for use by community and government partners.

• Monitor SHI and social contracting activities in subcontracts.

• Develop and track project plans for EpiC’s work on social contracting and SHI.

• Contribute to project reporting efforts and respond to ad hoc requests from the donor.

• Perform other relevant duties as assigned.

REQUIREMENTS:

  • A Master’s degree in public health, public administration, management, or a related field, and/or commensurate level of expertise and management.

• Minimum of 8 years of experience in public health or a related field.

• An understanding SHI, procurement, budgeting, and financing within the GVN preferred.

• Experience with USAID and PEPFAR preferred.

• Well-developed written and oral communication skills in both Vietnamese and English.

• Highly refined skills in project management, costing, and monitoring.

• Ability to travel as necessary.
