Position: Sr. Instrument & Analyzer Engineer

Reporting To: E&I Reliability Engineering Leader

Division: Maintenance

Requirements

Educational Level: University graduated or above

Work Experience: Minimum 15 years’ experience in refinery or petrochemical fields with prior experience in engineering of industrial control systems/instrumentation systems and engaged in actual site activities for minimum 10 years which include but not limited to trouble shooting, projects, commissioning and preparation for daily and turnaround maintenance.

Specialty/Qualification: Bachelor degree or higher instrumentation, automation engineering or equivalent.

Skills/Abilities:

  • Specialize skills in international standards for petroleum/petrochemical plant materials and equipment including ISA, IEC, API, BS, ISO, etc.
  • Specialized skills with the industrial standards and code requirements for process control systems, especially Distributed Control Systems (DCS), Safety Integrated System (SIS), Fired Equipment & Burner Management Systems (BMS), Compressor Control Systems (CCS), Tank Gauging System (TGS), Custody Flow Metering System (CFMS), Instrument Asset Management System (IAMS) and Machine Monitoring Systems (MMS) and other field instrumentations.
  • Knowledgeable in oil and gas, refinery and petrochemical process and maintenance philosophies.
  • Knowledgeable in IPF/SIF engineering and implementation.
  • Knowledgeable in analyzer systems.
  • Specialized skills in reviewing project documentation, drawings, equipment specifications and testing procedures.
  • Proficiency in Microsoft applications, such as Power Point, Word and Excel, and have the ability to learn new systems quickly.
  • Skills in written and verbal communications
  • Skills in writing reports and design packages to enable implementation of engineering recommendations.
  • Advanced in read, write, and speak English
  • Strong decision-making abilities under pressure and innovative to generate new ideas
  • Strong problem-solving skills.
  • Ability to teach skills to less experience engineers.

Purpose

Senior Instrument & Analyzer Engineer to provide service Electrical and Instrument Reliability Engineering Department under Maintenance Division, to cover Asset Care Engineering, Design Engineering, QA/QC aspects for instrumentations and analyzer systems.

Responsibility

  • Develop, select, recommend and install engineering improvements for the asset equipment to achieve the agreed asset improvement targets.
  • Review all maintenance and inspection reports to ensure all repair recommendations and potential future vulnerabilities are captured and remedial action resourced and planned.
  • Develop long term repair/ replacement strategies in order to manage asset life and obsolescence and to fit with the Refinery TA plan.
  • Ensure that the MMS (Maintenance Management System) database for all equipment has the correct technical details, master maintenance documents and properly scheduled preventive maintenance to achieve the Asset Care Policy.
  • Review reliability information, data in Maximo [failure mode, cause coding, etc.] on the continual basis to ensure that these are properly used.
  • Units availability, reliability analysis, benchmarking + bad actors specification on regular basis
  • Equipment unreliability [for his/her maintenance discipline] monitoring, improvement recommendation on regular bases
  • Maintenance strategy development, updating, optimization [TBM, CBM, etc.] in Maximo for his/her discipline
  • New, upgrade legislation - monitoring and implementation to M&E process [to Maximo] for his/her discipline and area of technical authority
  • Legislation tasks, Maintenance strategy tasks [in time completion] - monitoring/reporting for his/her discipline
  • Inspect the key equipment and facilities during repairs for his/her discipline
  • Technical support during complicated and repeated repairs for his/her discipline
  • Work closely with Maintenance execution team to proactively eliminate failure for his/her discipline
  • Standard of repairs - development, management, monitoring, improvement for his/her discipline
  • Suggest for spare parts for instrument equipment & control system, develop and advise technical specifications
  • Design and approve projects and MOCs.
  • Ensure storage of good quality technical information (e.g. data sheet) in Maximo for instrumentations and analyzer systems.
  • Support to review asset register into Maximo.
  • Assist to build Quality Pack Standards, Quality Audits systems, QA/QC monitoring, reporting, KPIs, benchmarking, etc.
  • Provide quality audits

  • Provide training in his/her areas across the company.
