 Education Level: Minimum qualification required:

  • University or higher
  • Engineering background (Mechanical, technical….) Preferred
  • Contract Management Certificate (FIDIC, MCIPS or Equivalent) (Preferred)

 

Work experience:

  • Minimum 8 years working experience in O&G, refinery or downstream business, construction, projects. (International companies with high spend [more than USD 100Mil Packages for Turnaround directly managed]) Preferred
  • Experience in
  • Turnaround Procurement for Refinery or Petrochemical Plant
  • Logistic, mobilization of team across borders.
  • Covid related challenges when mobilizing crew from abroad.
  • Variation Order Management and Dispute Resolution.
  • End-to-end contract management from Pre-award to contract close out.
  • Compliance management.
  • Using SAP category management, contract management and spend analysis. (SAP Ariba is a plus).
  • Tax (Withholding tax, double taxation, etc) is preferred.
  • Vendor performance management and qualification process experience is preferred.

 

Skill:

  • Communication – Ability to communicate clearly and effectively with excellent presentation skill to the management. English language competency is a prerequisite.
  • Initiative – Ability to actively influence events rather than passively accept them; Ability to see opportunities and to act on them
  • Relationship building and networking/ Stakeholder management – Able to manage relationship at work with user department, suppliers and counterpart outside organization.
  • Negotiation – Has self-control and able to persuade vendor/supplier in commercial strategic negotiation
  • Independent Working – Demonstrated ability to work independently, think strategically and support TA and project procurement initiatives.
  • Procurement Knowledge
  • Sound knowledge of contract &procurement policy and strategy with strong understanding related SOP on procurement compliance.
  • Vast experience in using of Commercial Data Analysis Method (ie. Total cost of Ownership, Budget Vs Quoted, Evaluated Cost, etc.), Contract Management Tools, Negotiation Strategy Tactics.
  • To set up Refinery Operational Contract, Logistic & Mobilization of Personnel across Borders (Understanding of Work permit, Visa requirement), and related taxation (Withholding tax, Personal Tax, etc.)
  • Corporate Representation – enthusiasm and ability to lead and to always project a positive and professional image of COMPANY with all contacts and stakeholders.

Purpose

  • Contract Engineer (TA) is a critical position in Procurement Section - Turnaround has responsibility for ensuring timely and properly organizing and coordinating contracting and procurement activities in order that Procurement Section meets delivery for the Turnaround key activities which aligns with department KPIs approved by the Management and the Annual Plans.

Responsibilities

Under the direct management of Turnaround Procurement, the Contract Engineer is responsible for successful implementation of followings:

  • Ensure that all bidding activities are conducted properly and timely as the approved contract strategy in line with Overall Turnaround Schedule.
  • Coordinate with other company’s User departments in order to ensure building a strong contracting strategy and that the bidding schedules are met.
  • Ensure that contract activities undertaken meet Vietnamese regulations, COMPANY contracting procedures and policies.
  • Ensure proper selection of bidders list and extensive negotiation, timely issuance of bid document, through evaluation and recommendation to appropriate approvals.
  • Ensure the coordination with user department, legal advisor for preparing, reviewing of Invitation to Bid, tender document, contract term and condition, scope of work, technical specification and finalizing the contract as requested by Section Manager.
  • Ensure all contractual documents are submitted by the contractor in accordance with the contract.
  • Supervise the expediting work for ensuring timely delivery of materials and equipment, and / or timely completion of services.
  • Ensure delivery of service and mobilization handling are meeting schedule.
  • Ensure the availability of services, materials and equipment that meet the schedule, budget, specification, and quality as required by users.
  • Support to Material & Services Team in ensure that year to year vendors/suppliers and contracts performance evaluation/feedback is provided timely and accurately to meet contracts KPI and goals.
  • Support Turnaround Logistic Team to support Contractor’s Personnel to obtain the required approvals to be able to come to COMPANY to run the Turnaround according to the awarded scope.
  • Ensure clear constructive information before shared to the leader management both contractual documents and on the ERP system as per COMPANY guideline.
  • Ensure that all reports are generated timely as required.
  • Ensure all managed purchases, projects, categories are in-line with the company financial and operational goals.
  • To train new procurement recruits, local Procurement team, facilitate CP workshop conduct, CO/CH training and refresher courses
  • Accountable as a Subject Matter Expert (SME) for Procurement Process and Procedure.

  • To update reporting of personal deliverables on agreed schedule.
  • Spend analysis and savings.
  • Ensure all work under his/her supervision meet the agreed SLA.
