II. Mission of the Department:

To ensure the effective management and control of organization’s finances through the identification and management of financial and operational risk and through timely and accurate financial planning, budgeting, accounting and reporting, including compliance with Swiss GAAP requirements. To provide strategic advice/support to the organization

Leads the financial accounting and reporting activities for the office and sets the policies and procedures for the finance-related operational processes to ensure an adequate financial control environment. Produces the consolidated accounts for organization and for statutory reporting purposes, and runs the budgeting, forecasting and financial monitoring processes.

Ensures strong governance, control, oversight and stewardship are in place to enable risk management and mitigation. Manages the finance and operations aspects of general accounting function.

 

III. Major Functions:  The Finance Director will provide the required oversight and advice to the leadership on finance related matters and other strategic issues as and when needed. As a member of the Country Management Team (CMT), leads the development and implementation of accounting/finance/procurement policies, processes and systems to safeguard and control of organzation’s financial assets in the region and provide complete, accurate and timely financial information and records.

 

IV. Major Duties and Responsibilities:

  • Streamline financial processes and procedures, and timely implement new financial initiatives and requirements while ensuring compliance with global accounting policies, network standards. Capacity building to staff in terms of compliance
  • Update and ensure compliance with the Internal Control System (ICS) and liaise with auditors for the processes under own responsibility.
  • Manage the preparation of bi-annual consolidation reporting packages (for VN & GM HUB).
  • Manage and lead in the Annual budgeting and forecast process for VN & GM HUB including providing guidance and support to ensure alignment with the office’s strategic plan.
  • Budget management: Responsible for the planning, implementation, monitoring and review of organzation and GM HUB annual core budget, programme and project budgets to ensure donor requirements are met, cost recovery is sufficiently budgeted, and a strong financial position for the two entities
  • Lead and/or provide inputs to the development of budget for complex proposals while ensuring optimization of costs recovery.
  • Capacity building for project finance staff on budget development for complex proposals and all finance staff on various accounting/finance matters
  • Responsible for reviewing/endorsing and/or approving all procurements within delegated authority
  • Ensure efficient support of procurement function with regard to procurement of all goods, works and services while ensuring compliance with organization and Donor rules and regulations
  • Keep procurement regulations up to date and encourages wide and open competition and provide equal opportunity to all suppliers while ensuring the principles of integrity, accountability and transparency.
  • Contribute to the strategic planning process to develop and implement financial strategies that align with the organization objectives.
  • Monitor achievement against plan, advise management of deviations and recommend action plans to re-establish performance objectives in line with agreed targets.
  • Support and drive achievement of improved financial performance and organization objectives.
  • Prepare presentation materials and analysis for senior management on financial performance.
  • Supervises cash flow forecasting and foreign exchange risk management with support from the Project Finance Manager and AP Accountant.
  • Oversee internal, external and regulatory audit processes.
  • Ensure robust risk strategies are in place to mitigate any internal and external financial risks.
  • Implement best practices and continuous improvement in financial controls and processes

 

V. Profile:

Required Qualifications and Experience      

  • Bachelor or higher degree in Accounting, Finance
  • Qualified Accounting Professional (CPA, ACCA, or equivalent degree in accounting) is advantage
  • Minimum ten years’ experience in a similar senior finance leadership role within an international group of companies or INGO. Management experience within a shared service environment is preferred.
  • Proven experience in providing effective leadership as well as day-to-day supervision to a diverse working group is required.
  • Demonstrated ability to establish and maintain clear lines of communication within a geographically dispersed and culturally diverse environment
  • Proactive, with experience working with multiple projects and deliverables in a fast-paced, dynamic environment.
  • Good knowledge of IFRS, IAS and GAAP and experience of providing analysis of transactions.
  • Strong analytical skills with structured thinking capabilities.

  • The successful candidate will be able to recommend strategies and provide solutions which benefit both the department and organization
  • The ability to lead the design and implementation of processes which efficiently meet the needs of the organisation, supported by a strong knowledge of ERP/ORACLE and reporting tools is required
  • Proven interpersonal and people-management skills, complemented by excellent written and spoken English is a must;

VI. Working Relationships:

Internal: Working closely with Vietnam Country Management Team (CMT), Finance Managers of GM Country Offices, Organization’s Network, Organization’s International Finance and Asia Pacific Finance.

External:  Liaise with external donors, external auditors,external consultants, government bodies, banks and tax agents & other stakeholders.
