GOVERNMENT AFFAIRS & DEVELOPMENT MANAGER

Responsibilities:

  • Be responsible for the planning and implementation of the governmental regulatory and stakeholder engagement strategies to support company's strategy for offshore wind project involvement and industry maturation in Vietnam
  • Manage the communication and PR strategy and liaise with external consultants for the implementation
  • Managing consultants to undertake surveys and development contracts
  • Driving the Project alongside other members of the management team and seeking to keep this on schedule, with an awareness of the need to maintain budget awareness and be open to discussions regarding strategies and reacting to changes in the market
  • Monitor political environment and national/provincial sentiment, feedback intelligence and able to advise follow-up and/or mitigation action plans. Maintain overview of regulation and governmental activity in the Vietnamese market, and seek to draw upon and transfer lessons learnt from other markets company is active in. 
  • Attend key policy or regulation events, consultations and communications, also identify and attend relevant workshops/seminars with influential stakeholders.
  • Retain/establish key links with governmental bodies to form a good level of trust and long-lasting relationship. Help to develop and maintain positive working relationships with relevant national/provincial government stakeholders.
  • Facilitate meetings and discussions with external stakeholders, such as governmental authorities, influential industry groups and NGOs
  • Support stakeholder management, transaction activities and other development tasks as required. Including the preparation of decision materials and updates to management
  • Work with internal teams in Vietnam and at head office to assess and identify design options and mitigation strategies needed to obtain viable consents, licenses and approvals for the project.
  • Manage preparation of proposals and documents for authorities and third parties.
  • Prepare formal letters and presentations.

Profile:
University degree in a relevant discipline (such as in business development, renewables, communication, law, etc.)

  • Passionate about renewable energy, with a strong interest to learn about infrastructure projects and the offshore wind industry.
  • Top academic performer with extensive governmental and/or industry experience and an interest in large and complex infrastructure projects. Experience working for or within Vietnam’s energy sector (ideally renewable) is highly desirable. Experience with large foreign corporation is a plus.
  • Minimum 7 years related professional work experience. Proven track record in early development of new capital projects.
  • Experience working collaboratively with governmental stakeholders, especially at national level, and where possible experience working with local and national authorities and institutions.
  • Any previous experience working in relevant governmental ministries and departments such as MOIT, MPI, MONRE, MOFA, provincial departments (DOIT, DPI, DONRE) etc. and large-scale infrastructure projects (particularly the energy sector) will be well regarded.
  • Have a solid understanding and awareness of regulatory policies and guidance that will have an implication on planned offshore wind projects (and their associated onshore infrastructure and transmission)
  • Structured personality with solid project management and/or leadership experience – able to combine multidisciplinary inputs and deliver high quality work to deadlines.
  • Strategic thinker, with an eye for details.
  • Understanding of early-stage project definition, design processes and optimization.
  • Ability to work independently on own initiative as well as being a good team player with an entrepreneurial mindset – proactive and supportive attitudes.
  • Strong relationship management, networking and negotiation skills. Having experience in influencing, challenging and consulting relevant stakeholders at all levels.
  • Demonstrated management skills - experience working with contractors.
  • Excellent communication skills with ability to present and communicate complex matters. Exceptional verbal and written communication skills in Vietnamese and English.
  • Skilled in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) – able to perform strategic analysis independently and present conclusions in a concise manner.
