POSITION: TA Cost Control Lead

A. Requirements

Educational Level: University or higher

Specialty/Qualification: Technical and financial background related oil and gas industry

Work Experience: At least 10 years of experience in cost estimation and evaluation

Skills:   

−             Minimum TOEIC - 750 or Equivalent

−             Communicate well in English with coworkers, supervisors, and other external partners in both speaking and writing; can handle effectively fairly complex business situations in English.

−             Competency in Microsoft applications including Word, Excel and Outlook; SAP; Maximo.

−             Strong skill in analysis and cost evaluation

−             Strong analytical and problem solving skills and meticulous

B. Purpose

TA Cost Control Lead is  to Prepare, maintain, control the Turnaround budget, expense of Turnaround Section, and ensure its compliance with the Company budgeting process. Manages and safeguards documents generated by Turnaround Section and Maintenance Division, Contractors, and suppliers to support the Turnaround.

C. Responsibility

• Responsible to monitor and report project total expenditures/ estimation including verifying and checking invoices and claims from suppliers and vendors to ensure that all project expenditures are captured and properly recorded.
• Develop CBS (Cost breakdown structure) for TA cost, prepare Procedure/guideline for TA cost estimation and cost control.
• Development of conceptual cost estimates in conjunction with process engineers to enable optimum economic option selection based on lifecycle costs.
• Preparation of cost performance KPI’s, dashboards and management cost data.
• Review and manage market Bench-marking to validate cost of main equipment to estimate total TA cost project.
• Review and verify industry norms, & established KPI’s and ensure cost database development.
• Review planning and cost projections on a timely basis for cost control support for all projects.  This includes variation reporting, monitoring of milestone progress payments, etc.
• Review timely and accurate cost report updates at the end of each reporting period for the project control accounts to assure proper monthly cost report.
• Review regular reports as directed on project cost status and cost deviations and recommend remedial actions.
• Review regular reports as requested on project time accumulation or time budget variances and recommend remedial action if required.
• Prepare forward looking project and business cash flow forecasts.
• Interface with planners on the deliverables’ progress to update estimate-to-complete.
• Present information to team members as required.
• Special assignments, ad hoc reports, and other related duties as required.

• Follow delegation from TA Manager to make decision for evaluation TA cost for each package.
