I. POSITION SUMMARY:
• We are seeking a highly skilled and experienced Purchasing Manager with a strong factory background to manage and oversee all purchasing activities at our factory in Vietnam. The Purchasing Manager will be responsible for sourcing materials, negotiating with suppliers, managing procurement strategies, and ensuring timely and cost-effective purchasing to support factory operations. The ideal candidate will possess strong leadership skills, knowledge of local and international markets, and a deep understanding of procurement best practices in a manufacturing environment.

II. PRINCIPLE DUTIES, AND RESPONSIBILITIES:
1. Procurement and Sourcing
• Develop and implement effective procurement strategies for raw materials, equipment, and services required for factory operations.
• Identify, evaluate, and select suppliers based on price, quality, reliability, and delivery timelines.
• Establish and maintain strong relationships with key suppliers, negotiating favorable terms and ensuring continuous supply.
• Explore alternative suppliers and sources to reduce costs while maintaining quality standards.

2. Supplier Relationship Management
• Monitor supplier performance through key metrics, including delivery times, quality of goods, and compliance with contracts.
• Conduct regular supplier audits to ensure they meet factory standards in quality, cost, and ethical practices.
• Manage and resolve any supplier-related issues, including delays, disputes, or product defects.

3. Cost Control and Budgeting
• Monitor purchasing budgets and ensure alignment with company financial goals.
• Identify cost-saving opportunities and work with suppliers to achieve reductions in material and service costs without compromising quality.
• Analyze price trends and market conditions to forecast future purchasing costs and recommend adjustments to the procurement strategy.

4. Inventory Management and Planning Support
• Collaborate with the production and warehouse teams to ensure an optimal balance between stock levels and factory demands.
• Manage inventory levels to avoid shortages or overstock situations by developing accurate demand forecasts.
• Ensure just-in-time delivery of materials and components to minimize inventory holding costs.

5. Contract Management and Compliance
• Negotiate contracts and agreements with suppliers, ensuring clear terms and conditions that protect the company's interests.
• Ensure all purchasing activities are in compliance with Vietnamese laws and internal company policies.
• Keep accurate records of all contracts, supplier agreements, and purchasing activities.

6. Vendor Evaluation and Risk Management
• Evaluate and manage supplier risks, such as delays, quality issues, or price fluctuations, and develop contingency plans.
• Regularly review supplier portfolios to identify risks and opportunities for improvement.
• Ensure compliance with ethical procurement standards and sustainability guidelines.

7. Market Analysis and Research
• Conduct regular market research and stay updated on industry trends, new products, and alternative sources for critical materials.
• Keep track of changes in market conditions, such as price changes, currency fluctuations, or supply chain disruptions, that could affect procurement costs.

8. Reporting and Analytics
• Prepare and present regular reports on purchasing performance, supplier performance, and cost-saving initiatives to senior management.
• Utilize procurement data to identify trends and opportunities for further optimization of purchasing processes.

III. JOB SPECIFICATIONS
• Bachelor’s degree in Supply Chain Management, Business Administration, or a related field.
• Minimum of 8 years of experience in purchasing, with at least 3 years in a managerial role within a manufacturing or factory environment.
• Strong understanding of both local Vietnamese suppliers and global supply chain dynamics.
• Good command of Vietnamese and English is required.
• Proficiency in procurement software and ERP systems (e.g., SAP, Oracle).
• Strong negotiation and contract management skills with the ability to secure favorable terms and pricing.
• Proven ability to lead and manage a team, with strong interpersonal and leadership capabilities.
• Ability to analyze purchasing data, market trends, and supplier performance to make informed decisions.
• Excellent problem-solving skills to handle supply chain disruptions, vendor issues, and inventory challenges.
• Strong organizational skills with the ability to manage multiple suppliers and procurement projects simultaneously
