Purpose of the Position:

The COO is responsible for overseeing all activities within the Operations Division, ensuring alignment with the Bank's strategic development goals. This role reports directly to the Board of Directors and the CEO.

Key Responsibilities:

  1. Strategic Planning & Development:

    • Lead, develop, and communicate the strategic direction of the Division.
    • Oversee the development of annual plans, objectives, product and service development, and budgets based on the Division's medium and long-term strategic direction, ensuring competitiveness and alignment with customer, market, and partner needs.
    • Develop and implement organizational and operational models to enhance market competitiveness and achieve growth and profit objectives.
    • Approve and allocate operational targets to Centers/Departments/Units within the Division, and support managers in setting and distributing KPIs to subordinates.
    • Monitor progress and adjust strategies/action plans as needed to achieve desired results, considering market conditions, industry trends, competitor actions, customer needs, and regulatory changes.
    • Participate in EXCO, Strategy Council, Strategic Planning, and ALCO meetings, as well as other executive and leadership meetings as necessary.
  2. Operational Management:

    • Lead and manage the overall operations of the Division.
    • Supervise the development and implementation of strategic initiatives to enhance market competitiveness and achieve growth and profit objectives.
    • Manage and approve activities within key functional areas, including:
      • Centralized credit appraisal and approval for secured and unsecured loans, supporting post-approval credit processing for various customer segments.
      • Oversee wholesale banking operations, including post-approval processing, trade finance, and financial market operations for corporate and institutional clients.
      • Manage transaction banking operations, including card services, payment processing, cash management, and account services.
      • Oversee internal services (general administration, etc.).
    • Direct the improvement and standardization of operational processes, including centralization and outsourcing activities, to optimize operations through digitization and automation, enhancing customer and user experience while controlling operational risks.
  3. Risk Management & Compliance:

    • Ensure compliance with internal and external policies and regulations.
    • Monitor the application of risk limits and management processes as per the Bank's regulations.
    • Collaborate with business and operational units to continuously improve and optimize processes and procedures within the Division and with other Divisions and external partners.
    • Ensure effective and safe application of risk limits and management processes.
    • Ensure operational activities comply with policies, regulations, procedures, internal guidelines, and service level agreements (SLAs), maintaining continuous, efficient operations and risk control while optimizing costs/resources.
    • Provide effective internal customer service, creating a positive experience and impression.
    • Prevent significant violations causing losses to the Bank and ensure effective risk management to timely detect and address risks.
    • Ensure projects/initiatives are delivered on time and within budget.
  4. Resource Management:

    • Lead and manage the necessary activities to ensure direct and indirect subordinates achieve the Division's and Bank's growth objectives.
    • Develop staffing plans, allocate resources, and collaborate with the HR Division to recruit, train, and develop successor personnel, create development plans for employees, and establish mechanisms for task assignment, recognition, and performance evaluation.
    • Serve as a role model and adhere to the Bank's core values and corporate culture standards. Collaborate with the HR Division to promote corporate culture programs, helping employees understand and consistently apply the Bank's cultural values and behavioral standards.
    • Ensure sufficient and quality resources to meet operational requirements within the Division's units, maintaining a streamlined organizational structure and job position system to meet business needs.
    • Develop annual staffing plans and succession plans for key positions.
    • Attract, develop, and retain high-performing employees, improving employee satisfaction.
    • Achieve employee satisfaction and talent retention rates as committed.
  5. Other Responsibilities:

    • Complete other tasks assigned by direct management as needed.
    • Ensure key projects are delivered on time and within budget.

Qualifications:

  1. Educational Background:

    • Bachelor's degree in Finance, Banking, Foreign Trade, Economics, or related fields.
    • Preferably a Master's degree in Business or Finance.
    • Professional qualifications in banking operations are an advantage.
  2. Knowledge/Expertise/Experience:

    • Minimum of 12 years of experience in business management or banking operations management.
    • At least 5 years in an executive leadership role, managing teams of 300+ employees.
    • Experience in at least 70% of key operational areas such as credit processing, trade and payments, credit cards, process management, and improvement.
    • Practical knowledge in finance and banking, cash management, credit processing, credit cards, process management, and operational risk management.
    • Understanding of international and Vietnamese legal regulations in banking operations.
    • Experience in managing bank branches or centralized operations.
    • Planning and budgeting experience for CapEx/OpEx at a scale equivalent to banking operations.
    • Project management experience.
    • Control and compliance: understanding of operational risk management frameworks according to Basel standards.
