A. Requirements:

Educational Level: Diploma Degree or University Graduate

Work Experience:

  • Required minimum 10 years’ experience in civil engineering preferably in Refinery or petrochemicals with prior experience STADPRO software (equivalent) Mechanical superstructure load calculations, Corrective action assessment of imminent mechanical collapse, Turnaround experience, Project management experience, road-building/repair, underground structures, heavy lifting, supporting structures (pipe rack modification), culverts, refractory installation and repair, concrete drafting, heavy crane supports, pile-driving, reactive force anchor calculation, marine structures jetties, Offshore chain anchor assessment and stress relief. Management of medium-sized contractor team management (10-50 men)

Specialty/Qualification:

  • Bachelor’s degree in Civil-structural engineering degree and international recognized authority (ICE, Chartered Engineer or P.E.)

Skills:

  • Require specialized skills in Geotechnical works (soil compaction and slip), Structural calculation ability, Evaluation of seismic/ cyclone/s degradation with drainage calculation in a high precipitation region (Typhoon).
  • Capability to assume the role of site Civil Technical Authority for site
  • Excellent Knowledge of STADPRO software
  • Experience with calculation of ground reaction forces and requirement for rafting
  • Excellent Knowledge pile driving programs and control of contractors
  • Comprehensive experience with casting rebar concrete (crack free) and repair
  • Knowledge of installation of high temperature refractory (CINI handbook)
  • Ability to write procedures and police the safe working underground
  • Experience in project civil new build design for projects including SOW writing, technical queries, technical authority waivers issuance

B. Purpose

Civil Engineer designs and approves projects and MOCs in support of Maintenance division, new projects and turnarounds. Also provides regular inspection reports of civil assets and prepares budget for refurbishment. Gives advice to support all technical staff and contractors during planning as well as detailed instruction during the implementation of work. Supervises the work of site contractors.

C. Responsibility

For this position, minimum works are as follows:

  • Responsible to designs for underground work permits in new-build and modifications for Projects, Maintenance and Process changes. (Prevention of collapse of trenches on workers and equipment)
  • Advise maintenance and projects on mechanical stability of superstructures (supports, modifications to pipe racks, fractionation column skirts, pipe supports, ladders, handrails, steel stairs, fire proofing, flooring, grating, equipment handling facilities-monorail lifting, cranes, mechanical fasteners, static loading beams and vibration / fatigue assessment).
  • Approval of new fabricator procedures and modifications ASCE/SEI 7 (Wind and Seismic loads), ASCE/SEI 72 (supporting structures for lighting systems), DEP 34.28.00.33(On-shore ancillary steel structures)
  • Develop standards, workflows and procedures with cooperation with other section/division and other processes according to management manual, included how to respond to incidence/failure regarding inspection activities.
  • Plan, develop and present workshops.
  • Design and approve appropriate work schedules for contractors and staff and plan daily work assignments in order to maintain an adequate personnel complement without excessive team sizes.
  • Guide, direct and motivate the less experienced engineers and operators including setting education and training and assessing their performance in association with their superior and the Human Resources Section.
  • Dedication to maintaining safe operations enforcing strict conformance with all government regulations and applicable company procedures and policies.
  • Report to Senior Civil and Structural Engineer on matters related to Civil
