▪ Execute coal procurement strategy
▪ Monitor, coordinate and propose optimization for coal loading, transhipment and discharging operations.
▪ Liaise with planning team to monitor the coal importation activities.
▪ Ensure contractual requirements of CTA and CSAs are followed and fulfilled including sending relevant notices.
▪ Monitor daily OGV ETA/ETD/berth line up, nomination process, loading/discharging sequence, NOR, OGV/TSVs stowage plans and scheduling including when required communication with related parties.
▪ Monitor and update OGV scheduling/reports including related communication with coal transporter with target to avoid OGV scheduling issues and demurrage.
▪ Prepare and monitor with loading masters transhipment/TSVs scheduling forecasts / reports.
Monitor OGV loading/discharging operations at loading/discharging ports and TSVs loading/discharging operations at the transshipment points / jetty on daily basis including appointment, instructions and contacts with agents and laboratory/surveyors (draft, coal quality).
▪ Review of SOF for OGV & TSVs loading and discharging operations at both loading and discharging locations.
▪ Monitor coal quality (sampling/testing) at loading ports & coal quantity at both loading/discharging ports with representative in Indonesia, loading masters in Nghi Son, appointed laboratory/ draft surveyor at both loading/discharging ports.
▪ Liaise with coal supplier operations team/coal transporter operations team/brokers/agents/draft & quality surveyors to solve operational and post-fixture issues related to coal (quality & quantity supplied and delivered) and transportation (shortage/loss of cargo, stevedores damages & claims, SOF, demurrage, Force Majeure, etc…).
▪ Issuing voyage instructions and other necessary instructions and information for arrival at loading port to completion of discharge at the transhipment points/ jetty to coal transporter/OGV/TSVs masters/coal suppliers including sending and ensuring completion of relevant questionnaires.
▪ Coordinate with coal transporter, coal supplier(s), agent, loading
masters and relevant authorities at both loading and discharging ports.
▪ Prepare/control and send pre/post shipping documentations including notices (mate/cargo receipt, B/L, LOI, commercial invoices, COO, COA, COW, transshipment notes, etc…).
▪ Monitor the custom declaration, tax payment with agent.
▪ Prepare/verify L/C for coal price payment.
▪ Prepare/verify transportation charges in accordance with B/L, transshipment notes and CTA terms & conditions.
▪ Prepare/review laytime calculations including demurrage/despatch with coal transporter / coal suppliers.
▪ Prepare/review of invoices and liaise with finance department for payment of coal price & transportation charges, demurrage/despatch, delivered coal price adjustments and follow up of payments and recovery of dues.
▪ Monitoring of shipping and coal markets including forecasts.
Monitoring of CTA and CSA related indexes daily values (freight (BIMCO C10/5TC), bunker (Platts, Petrolimex), US/VN inflation, exchange rate, gcNEWC, HBA).
▪ Reporting to Coal Logistics Manager on operational planning, status & statistics, problems, and other relevant issues related to coal supply & transportation.
▪ Developing reports and data sheets for coal supply and transportation optimization.
▪ Comply with all standards and policies.
▪ Any other task as may be assigned from time to time by the Coal Logistic Manager.
EDUCATION, EXPERIENCE & GENERAL REQUIREMENTS
▪ University degree in international economics / foreign trade/
import-export/business management/logistics or related field from foreign country or major Vietnam university (Foreign Trade University, University of Economics, National Economics University, Banking Academy Vietnam Maritime University, Diplomatic Academy of Vietnam).
▪ Minimum 3 years experience in dry-bulk commodities (ideally coal
supply/trading) and/or dry- bulk shipping (ideally within coal industry).
▪ Knowledge of customs regulations will be a plus.
▪ Fluent in English with excellent communication skills (written & spoken).
▪ Computer skills: Microsoft Office (Word, Excel, Outlook, Power Point).
▪ Able to work independently.
▪ Ability and confidence to negotiate minor issues independently but
always with knowledgeable and supportive reasons (problems solving).
▪ High level of accuracy and attention to details.
▪ Strong ability to do multi-task and work under pressure.
▪ Available to work overtime and/or weekends if required.
▪ Honest, hardworking, responsible, enthusiastic, positive, team player.
▪ Potentially travelling abroad.
