Role Overview:
  • The Deputy Project Manager position is a role within the Marine Construction Department, responsible for overseeing and managing complex offshore projects. This includes ensuring the successful execution of projects related to offshore oil and gas construction, offshore wind energy, and other industrial construction projects.

Responsibilities:
  • Develop project plans to ensure quality, safety, health, and environmental standards are met; manage the project schedule to meet client expectations; control project costs to stay within the allocated budget.
  • Determine the scope of work for internal execution, estimate costs, propose potential partners, joint venture plans, subcontractors, and suppliers; ensure the project is executed within the budget using internal and external resources.
  • Establish a project documentation management system to ensure the project is executed on time and meets the project standards.
  • Lead and oversee technical evaluations of project construction plans to ensure feasibility, safety, and efficiency.
  • Coordinate information exchange between the company, client, internal project team, and various stakeholders (subcontractors, authorities).
  • Interface with clients, partners, subcontractors, suppliers, and regulatory bodies to resolve projectrelated issues whileensuring the company's interests.
  • Effectively manage the resources (personnel, equipment, marine assets) allocated to the project.
  • Establish reporting systems and regular meetings (weekly, monthly) according to project and senior management requirements.
  • Risk management: Use tools to identify and assess risks/opportunities and resolve issues promptly to ensure the project timeline is unaffected.
  • Change management: Plan and implement appropriate responses to changes in the project scope to maintain quality.
  • Project documentation management: Collect data, maintain records, and report on project status; ensure prop progress er handover and reporting of materials and equipment upon project completion.
  • Organize networking events to build relationships with clients, partners, and internal project teams.
Required Education & Experience:
Education:
  • Graduated with a bachelor's or master's degree in engineering from both domestic and international universities in the fields of Mechanical Engineering, Automation, Construction, and Petrochemical Refining.
  • Graduated from professional training courses or a second degree (Bachelor's, Master's) in Project Management, Business Administration, or Law is an advantage.
  • Major in Mechanical Engineering, Civil Engineering; Chemical Equipment, Oil and Gas Equipment; Electrical Engineering, Automation; Oil and Gas Drilling and Exploration, Petrochemical Refining Technology, or equivalent.
Experience and skills:
  • 8-10 years of experience in technical fields related to oil and gas, renewable energy, construction, and mechanical assembly.
  • At least 5 years of project management experience in EPC/EPCI projects related to industrial construction, mechanical fabrication, and assembly, particularly in offshore oil and gas, offshore wind power (Transportation & Installation - T&I, Engineering, Procurement, Construction, and Installation -EPCI).
  • Experience as Project Manager or Deputy Project Manager for at least 3 EPCI or T&I projects with over 200 personnel (both direct and indirect).
  • Knowledge and experience in managing interfaces between stakeholders (client, subcontractors, suppliers, etc.).
  • Proficient in understanding the bidding process for offshore oil and gas projects.
  • Familiar with Vietnam’s and international standards for steel fabrication, welding, painting, maritime construction, and vessel stability.
  • Knowledgeable in offshore construction vehicles and equipment, especially for T&I projects.
  • Basic understanding of logistics, import-export of materials and equipment.
  • Basic knowledge of technical cost estimation (fabrication, installation).
  • Experience in creating technical requirements for service tenders and evaluating technical proposals from contractors.
  • Proficient in project planning, reporting, presenting design solutions, and resource mobilization.
  • Strong leadership and team management skills.
  • Excellent English, especially in negotiations, smooth presentation in front of large groups, and drafting project letters and technical documents.
  • Knowledge of other foreign languages besides English is an advantage.
  • Proficient in office software (Word, Excel, PowerPoint, etc.).
  • Preference for familiarity with project planning software (MS Project, Primavera P6), design software (AutoCAD), project management tools, and calculation software (SACS, MathCAD). e.
  • Fluent in English, especially for negotiation, presenting to large groups, and writing project reports and technical documents.
  • Knowledge of additional foreign languages is an advantage.
Other requirements: 
  • Preference for candidates with a PMP certification or who have attended professional project management courses.
  • Certification in project management, construction supervision (level 1, level 2) is an advantage.
  • Strong leadership, conflict resolution skills, and teamwork attitude.
  • Ability to negotiate and communicate effectively with customers, partners, and colleagues.
  • Willingness to travel frequently both domestically and internationally, with the flexibility to work both onshore and offshore to meet project requirements.
  • The position may require work in the company’s office or project sites both in Vietnam and abroad
