- Participate in planning detailed design and construction design phases of the project: propose partners, determine forms of joint collaboration for design tasks, define in-house responsibilities, and plan for subcontractors and design consultants.
- Develop requirements for pre-engineering surveys, detailed design, and construction design. Organize and manage detailed and construction design activities, including quantity take-off for construction, material procurement, and resource planning for design work.
- Prepare the design document list for the project.
- Draft technical specifications for design consulting services and procurement packages for key materials.
- Evaluate and clarify technical aspects of procurement packages for design services, equipment, and main materials for the project.
- Monitor and resolve design-related issues for procurement packages to ensure the overall project schedule is maintained.
- Create schedules and oversee the management and monitoring of design progress.
- Execute detailed design and construction drawings, ensuring quality and safety standards during construction.
- Develop an organizational chart for design tasks, assign design personnel for the project, and manage resources effectively (personnel, equipment, etc.) for detailed and construction design activities.
- Evaluate and analyze safety aspects, identifying risks in detailed and construction design processes.
- Manage scope changes and technical requirements related to design work, assessing impacts on the overall project timeline.
- Facilitate communication, information exchange, and coordination among design team members, project stakeholders, and other participants.
- Monitor and remind departments to complete assigned tasks within established deadlines.
- Prepare weekly and monthly reports on design activities as required by the project.
- Organize weekly and periodic project design meetings with clients and subcontractors.
- Oversee and expedite the design team to finalize as-built documents and reports in accordance with the project schedule after completion.
Education Level
- Graduated with a university degree (engineering) or higher (master's) in technical disciplines from domestic or international universities, specializing in construction, architecture, maritime, mechanical engineering, automation, etc.
- Completion of professional training programs or a second degree (bachelor’s or master’s) in project management is an advantage.
- Mechanical engineering, construction engineering, chemical equipment, oil and gas equipment; ship hull structures; electrical engineering, automation; petrochemical technology, or equivalent.
- 8–10 years of experience in engineering fields related to oil and gas, renewable energy, construction, or mechanical assembly.
- At least 5 years as an Engineering Manager or Head of Engineering Department in design companies or projects involving offshore oil and gas construction, offshore renewable energy, or industrial onshore construction.
- Led design for at least three DE (Detailed Engineering) or EPCI (Engineering, Procurement, Construction, and Installation) projects as an Engineering Manager.
- Direct experience working with project owners and subcontractors on detailed designs, FEED (Front-End Engineering Design), and DE verification.
- Experience in organizing and managing multi-disciplinary design teams (e.g., structure, piping, E&I, telecom) for DE, EPCI, and BFM (Brownfield Modification) projects with design teams of 30–50 members.
- Expertise in structural design, process piping, equipment/system design, electrical/control systems, and pre-commissioning/commissioning of offshore oil and gas facilities or onshore oil/gas/power/chemical plants.
- Familiarity with industry standards for design in oil and gas, mechanical fabrication, chemical construction, electrical, and automation technologies.
- Basic knowledge of technical and economic norms.
- Experience in tendering and organizing EPCI/EPCIC, HUC (Hook-up & Commissioning), and BFM project bids.
- Proficiency in preparing technical requirements for design consultancy packages, evaluating design consultancy bids, and setting technical specifications for key project equipment and materials.
- Skilled in planning, progress reporting, presenting design solutions, and mobilizing design resources for projects.
- Strong group management and teamwork skills.
- Proficient in English, particularly in direct communication with native speakers and drafting technical documents.
- Proficient in office software and 3D design software such as Aveva E3D, PDMS, or Smart® 3D; NavisWorks.
- Strong understanding of calculation tools and interpretation of reports in areas like process simulation (HYSYS), piping (CEASER II, ROHR2), or structural analysis (SACS, ANSYS, ABAQUS, etc.).
- Other Requirements
- Holding a Grade 1 or Grade 2 industrial or civil construction design practicing certificate, or internationally recognized short-term design certifications, is an advantage.
