Job Purpose 
  • The job holder is responsible for designing, implementing, and supporting the bank-wide networks and telecommunication such as LANs (Wired/wireless), WANs, Internet, Network DC/DR , Extranet (connecting with Vendors), Infrastructure services (Load balancer, Proxy) and Network Security (WAF, NAC, VPN, Firewall. Also, the person is in charge of designing and managing systems / infrastructure make the initiatives to optimize the Network Infrastructure. Plus, the role takes care of researching new technology, working on the network strategy and roadmap for the bank. 

Key Accountabilities 

1.    Availability Management 

  • Assure meeting the demand of committed availability for infrastructure services related to network and telecommunications 
  • Provide requests to assure that new or updated/modified services meet the committed availability. 
  • Proactively maintain and improve the availability of network and telecommunications services and its stability as well. 
  • Build and keep continuously operational plan up to network and telecommunications services 
  • Ensure the incidents related to network and telecommunications infrastructure are solved 
  • Assess the influence on the availability of new change requests 
  • Join in Change Advisory Board (CAB) if necessary 
  • Be responsible for monitoring the availability of network and telecommunications services, comparing the reality with target and addressing the shortcomings 
  • Coordinate with other units, especially security management and infrastructure and security monitoring centers 
  • Operate and deploy the solutions relating to network technology (LAN, WAN, Internet, Extranet, Wireless, Network Security, DC/DR) 
  • Perform periodic checks on network and telecommunications in the bank, plan and implement corrective action plans as needed. 
  • Operate, deploy and maintain WAN connecting the bank to member companies and partners. 
  • Operate, deploy and maintain WAN including network devices and the internet lines connected to all branches/transaction offices, ATM/CDM, LAN (DC, DR and buildings), wireless, the Internet within the bank’s scope. 
  • Manage the suppliers, monitor the network and telecommunications service quality of partners or suppliers and take responsibility for supplied ones. 
  • Maintain, upgrade and refine network and telecommunications devices according to the requests of each period 
  • Manage and deploy security solutions 
  • Make a checklist of daily operation, report the results and quality of work every day. 
2.    Productivity management 
  • Ensure the proper resource for hardware and bandwidth serving network and telecommunications services 
  • Make sure that IT managers are aware of demand of using resource and its growth trend. 
  • Provide resource requests for updated or newly supplementary IT services 
  • Keep overall report up intended for the operation using the productivity of IT infrastructure and its trend 
  • Make sure the incidents and problems related to the productivity are solved 
  • Assess the influence on the productivity of change requests 
  • Take responsibility for monitoring the level of resource utilization, comparing the real demand with targeted one and addressing the issues according to resource. 
3.    Change management 
  • Supply the timely assessment of implemented change impacting on the infrastructure and services. 
  • Communicate with relevant stakeholders when there are any problems causing changes to requesters and executors. 
  • Update operation guideline if necessary 
  • Strictly monitor the process of performing changes
4.    Configuration management 
  • Take responsibility for the standard of endpoints devices each period 
  • Take responsibility for standardizing and maintaining the operating system standards, software list and relevant version periodically 
5.    Service Quality Management 
  • Cooperate with other units to investigate, assess, troubleshoot, determine the negative and positive trends and solutions. Bring corrective actions out 
  • Assure the deeper analysis is carried out in order to determine root cause of negative trends. 
  • Analyze, report the trend of productivity and its impact due to IT problems 
  • Analyze the collected data 
6.    Strategy and Governance 
  • Set the mission, vision, and strategy of the NW domain to maximize the success of business and IT initiatives 
  • Set up innovative, differentiating for NW domains that enhance our overall capabilities and productivity 
  • Define a governance mechanism to establish and monitor effective controls for the network infrastructure performance. Periodic potential issue and from that come up with mitigation plan accordingly 
  • Provide strategy and roadmap and oversight for the full life cycle of design, development, operation and support of IT systems 
Success Profile - Qualification And Experiences 
  • A Bachelor's or Master's degree in computer science, electrical/electronic engineering, information technology, telecommunications or other computer-related field 
  • Having a Master’s degree in telecom or information systems is an added advantage 
  • Expertise: Routing/Switching, WAF, Proxy, Reverse Proxy, SSL, Load-balancer, ACI, SD WAN 
  • Certificates: CCNP, CCIE or equivalent 
  • Having working experience or certificate on Juniper, CheckPoint, F5, Fortigate, Citrix 
  • Solid knowledge and experience in IT, or electronic and telecommunication. 
  • Having good knowledge and understanding about Network Routing Switching, Network Security (IPS, Firewall, NAC, VPN), Wireless. 
  • Having organizational skills sufficient to ensure that business requests delivered to IT will be completed with good quality, on time, and with planned efforts. 
  • Being good at investigating and solving incident and problem skills 
  • Having observing skills of how activities are being performed step by step, and then find ways to make each process more efficient 
  • Demonstrated experience of influencing key stakeholders across the organization and within complex contexts 
  • 3 or more years of leadership responsibilities, including strategy, budgeting 
  • Effective influencing and negotiation skills in an environment where resources required for success may not be in direct control of this role 
  • Experience of developing governance practices to track and measure the quality of services, and maintain service improvement plans. 
  • Strong third-party management skills, working closely with sourcing and vendor managers. 
  • Excellent verbal and written communication skills, including the ability to explain technical concepts and technologies to business leaders, and business concepts 
  • Over 8+ years of related IT/telecommunications experience 
  • Data Center/PoP/Central Office installation experience preferred 
  • Experience with networking protocols including DNS, DHCP, VPNs, WAN/LAN TCP/IP
