KEY RESPONSIBILITIES
Responsible for managing, organizing, and overseeing the Project Management Department (PMD) in executing real estate investment and development projects, covering legal procedures, design, construction, acceptance, handover, and operation.
Establishing and Organizing the PMD
  1. Develop and structure the Project Management Department.
  2. Assign tasks, manage, and direct personnel according to each phase of the project.
Project Planning and Progress Control
  1. Participate in project planning from design to construction completion.
  2. Submit, monitor, and control master plans and schedules to ensure efficient and timely project execution.
  3. Implement and coordinate with the Legal Department to ensure all legal procedures comply with regulations.
Construction Implementation Management
  1. Develop plans, evaluate, and select consulting contractors, construction contractors, and suppliers while managing contract settlement records.
  2. Provide direction and contribute to design documents, review design solutions, technical approaches, finishing standards, material selection, and equipment procurement.
  3. Supervise and enforce project execution in alignment with cost, schedule, quality, and safety objectives.
  4. Control project quantities and actual values against contract terms.
  5. Review and approve change orders and additional project costs.
Collaboration with Government Authorities
  1. Work with regulatory bodies and local authorities regarding legal and construction-related matters.
Project Acceptance, Handover, and Operations
  1. Organize trial operations, handover processes, and maintenance coordination between contractors and operators.
  2. Conduct acceptance procedures and handover the project to government authorities for final inspection and approval.
  3. Manage legal documentation, quality records, and project completion reports.
  4. Coordinate with relevant departments to ensure timely handover of the project.
Other Responsibilities
  1. Advise the Executive Board on issues within the scope of expertise.
  2. Perform other duties as assigned by the Executive Board.

JOB REQUIREMENTS
Education
  • Bachelor’s degree in Civil Engineering, Architecture, or related fields.
  • Possession of a Class 1 Professional Certificate in Construction Project Management.
  • Possession of a Construction Supervision Certificate.
Experience
  • At least 15 years of experience in real estate project management, with at least 10 years in a similar leadership role.
  • Direct management experience in large-scale real estate projects, from design preparation to construction, handover, and operations.
  • Experience working with both developers and contractors.
Expertise
  • Strong market insights, ability to analyze, assess, and update real estate trends.
  • In-depth knowledge of Construction Law, Real Estate Business Law, Land Law, Bidding Law, Housing Law, and other relevant regulations.
  • Fluent in English.
