- The HSE Manager plays a critical role in overseeing health, safety, and environmental (HSE) compliance across projects. Responsible for developing and implementing HSE management systems, the role ensures adherence to company, client, and legal standards. Key responsibilities include risk assessment, incident investigation, safety training, and coordination with multiple stakeholders. This position requires a strategic mindset, leadership skills, and hands-on expertise to maintain operational excellence and create a safe working environment.
- Establish and operate the HSE management system for projects according to company, client, and legal requirements.
- Develop and implement emergency response drills; prepare reports on drill results for projects.
- Plan and conduct HSE training for project personnel as per client requirements.
- Organize HSE orientation sessions for company and subcontractor personnel before project deployment.
- Investigate, analyze, and address non-conformities, accidents, and incidents within projects.
- Participate in audits (planned and ad hoc), customer evaluations, and follow up on corrective actions for identified issues.
- Assess subcontractors' HSE capabilities, monitor their corrective actions post-evaluation, and provide support to meet company and client HSE requirements.
- Develop and implement environmental programs, including waste management, pollution control, and emission reduction during project execution.
- Implement health checks, disease control measures, and occupational health programs to ensure workforce well-being.
- Prepare labor protection plans for all project personnel, ensuring compliance with client and regulatory requirements.
- Collect and report HSE statistics to the corporation, regulatory agencies, and clients.
- Manage communication, coordination, and interface between HSE personnel, clients, subcontractors, and relevant stakeholders.
- Apply risk management tools to identify, assess, and address risks, ensuring project progress remains unaffected.
- Manage changes effectively to ensure project HSE compliance.
- Prepare HSE-related documents for tendering stages as per client requirements.
Job Requirements:
1. Education & Certification
- Bachelor’s degree or higher in Occupational Safety, Engineering (Electrical, Automation, Mechanical, Fabrication, Pipeline, Marine, Design, Construction), or related fields.
- International NEBOSH certification.
- Lead/Internal Auditor certification (ISO 14001, ISO 45001).
- Minimum 10 years of HSE experience in the oil & gas or renewable energy sectors.
- At least 5 years in an HSE Manager/Deputy Manager/Leader role for EPC/EPCI projects involving construction, fabrication, and installation. Priority given to offshore oil & gas and offshore wind projects, including:
- Transportation & Installation (T&I)
- Hook-Up & Commissioning (HUC)
- Brownfield Modifications (BFM)
- Experience working with foreign clients on offshore platform and marine structure projects.
- Proven experience managing stakeholders, including clients, subcontractors, and suppliers, with a focus on interface management.
- Skilled in planning, risk assessment, manpower/equipment management, and HSE progress reporting.
- Experience drafting HSE requirements and preparing HSE documentation for tenders.
- Offshore work experience of at least 1 year.
- Fluent in English.
- Proficient in Microsoft Office (Word, Excel, PowerPoint, Microsoft Teams). Knowledge of AI or ChatGPT is an advantage.
- Strong time management, problem-solving, and organizational skills.
- Effective communicator, capable of working independently and under pressure.
- Willing to travel frequently domestically and internationally, and flexible to work both onshore and offshore as required.
