Key responsibilities
1.    General management

-    Being a member of Country Leadership Team (CLT), providing leadership to progressively strengthen organization and achieve organization’s strategic goals
-    Ensure all organization operations are full compliance with organization policy and Vietnamese Government related Law and regulations.
-    Renovate the management system and improve effectiveness and efficiency in organizational operation.
-    Operations team are guided and supported to provide high level quality support on Finance, Human resources management, Admin, IT and Partnership development
-    Partnerships and network development: Set up and maintain an effective working relationship with Head quarter, national Boards, donor, local government, and all stakeholders and ensure to the effective coordination of all activities in support of organization objectives.
-    Support the Executive Director in working with the Board and related parties to ensure organization’s governance are in line with Vietnam Laws and organization’s related regulations.  

2.    Financial Management 
-    Policy and system: Develop/update and monitor the implementation of Financial Policies and procedures, cost norm, procurement policies, Delegation authority framework; Maintain smooth operations of Accounting system for organization; Design and periodically upgrade accounting system for local partners.
-    Strategic financial management direction: Lead the process of Planning and budgeting/budget allocation; Provide Budget analysis and prepare financial sustainability plan for the organization; Ensure all financial activities are in full compliance with policies and procedures; Ensure high level of financial report for Head quarter, donor and local Government; Ensure all financial data is periodically audited and followed up
-    Grant and contract management: Lead Finance and Fundraising team to ensure full compliance with donor requirements. 
-    Capacity building: Ensure all staff and partners are trained and comply with all financial policy and procedures of organization, donor and local Government. 

3.    Human resources and Organizational Development 
-    Policy and system: Develop/update and implement HR Policy, Staff handbook, Anti Sexual harassment in workplace handbook, Performance Management system, Salary structure and Benefit package; Ensure full compliance with Head quarter and Vietnamese Government related Law and regulations.
-    People and Performance Management: Identify talents; providing coaching and mentoring programs for leadership development; Staff development- rotation and transfer plan; Succession planning.
-    Organizational culture development: Organization mission- value – competencies are introduced, understood by all staff; Maintain open, friendly and green working environment; promote staff engagement- motivation and commitment; promote transparency and effectiveness in operations and collaboration
-    Office Digital transformation process: Lead the process of designing application for office digitalization.
-    Staff and contract management: Staff recruitment and selection; Orientation and training plan; career development; Award and disciplines; Staff contract management

4.    Administration management 
-    Office operations and management: Ensure all office facilities and services operate smoothly well; Ensure all logistic support are provided with high level quality. Filing system is updated and organization’s essentials are well kept and maintained 
-    System and asset management: All asset in hardware and software are well managed 

5.    Resource mobilization management (for local and international regular giving markets)
-    Design and implement resource mobilization strategies (for local and international regular giving markets) to ensure a sustained and diversified funding base for the organization
-    Take lead, coordinate, and provide programmatic inputs/details to identify program funding gaps and new funding opportunities, and develop concept notes and proposals under corporate funding
-    Ensure organization’s accountabilities generated from donors’ funding to specific projects from cooperate donor
-    Enhance donor relationship through providing donor services (e.g. donor visits, reporting, networking, and other purposive engagements).

Requirements:
-    University degree in Finance/Accounting Management, Administration and human resources, or a related field
-    Minimum 10 years of relevant work experience 
-    Minimum 5 years as team leader
-    Financial, administration and human resources management
-    Strong leadership, team management, presentation, and training skills
-    Strategic and logical thinking 
-    Innovative and creative in finding solution for system improvement
-    Excellent communication, interpersonal and listening skills.
