PROJECT OVERVIEW
The development, financing, construction, commissioning, ownership, operation, and transfer of the Vung Ang II 2x600 MW (net) imported coal-fired thermal power plant located within the Vung Ang Economic Zone in Ha Tinh Province, Central Vietnam.
POSITION SUMMARY
Overall commercial and operational management of coal supply and transportation for VA coal-fired power plant. Responsible for coal related procurement and contract management including budget according to VAPCO management instructions. Promote safe, environmentally friendly and effective coal logistic operation practices.
PRIMARY RESPONSIBILITIES
Duties and responsibilities for this position include but are not limited to the following:
• Execute VAPCO coal procurement strategy.
• In charge for VAPCO of the implementation of the Coal Supply & Transportation Agreements terms (CSAs and CTA) ensuring that all contractual obligations are followed and fulfilled by the parties including relevant notices.
• Key commercial contact point representing the company for coal supply and transportation and all related communications with coal suppliers, coal transporter and potential brokers involved.
Overall responsibility to ensure coal pricing and transportation charges methodology are followed as per contractual requirements.
• Monitor and take required action to ensure delivered coal quality and quantities as per contractual requirements.
• Monitor coal suppliers’ resources, reserves, mining permits status including visit to mines and loading ports.
• In charge of coordination, monitoring and optimization of coal loading at various loading ports and discharging operations at jetty in Vung Ang, Vietnam.
• Overall responsibility for VAPCO coordination and communications with coal transporter and coal supplier(s) representatives, surveyors (quality, control) agents and relevant authorities at both coal loading port and discharging port in Vietnam on daily basis if required.
Overall responsibility to ensure access and safety of loading and discharging ports in particular at offshore TPs and Vung Ang II coal discharging jetty.
• Ensure together with VAPCO Operation, QHSSE (Quality, Health, Safety, Security, and Environment) and Maintenance teams that the Vung Ang II jetty/berthing basin are always fully operational.
Prepare, review and/ or valid coal supply and shipping schedules in coordination with the Operation team based on power plant coal requirements.
• Monitor and update the vessels’ itinerary daily basis so that the stock management system always reflects the latest information.
• Send with relevant notices the coal supply schedules to related coal suppliers and shipping schedules to coal transporter.
• Prepare/ review and valid pre/post shipping documentations including notices (mate/cargo receipt, B/L, LOI, commercial invoices, COO, COA, COW, etc…).
• Overall responsibility of planning for berthing (preparation, review, optimization) and related communications with coal transporter to minimize demurrage exposure.
• In charge of berthing nomination process (validation) for each shipment.
• Review and valid SOF for OGV at loading and discharging ports.
• Prepare and/or review and valid laytime calculations before sending to relevant contractual parties.
• In charge of laytime negotiation and settlement with relevant contractual parties.
• Overall responsibility for follow up and settlement of stevedoring and other operational/coal quality and/or quantity claims.
• Overall responsibility to ensure coal pricing and transportation charges methodology are followed at per contractual requirements.
Prepare/verify and valid documentation to ensure strict compliance with L/C.
• Process and support in relation with finance department import L/C application process to banks and requested amendments if any.
• Verify invoices issued or received related to coal supply and transportation related to VA2 power plant.
• Supervise and control the payment for transportation charges and coal price (liaise with finance department for processing of bill payments).
• Responsible for potential recovery of dues related to coal supply and transportation from contractual parties.
• Provide Finance Department with required information to issue and renew all insurances related to coal supply and transportation.
• In charge of issuance and renewal in relation with VAPCO relevant departments of all coal supply and transportation related permits
• Develop, supervise and manage operational structures, procedures and performances related to coal supply and transportation.
• Develop/review reports and data sheets for coal supply and transportation optimization.
• In charge of review of operational activities, procedures and reports related to coal supply and transportation to provide management recommendation for improvement.
• Report to Operation Director on operational planning, status& statistics, problems and other relevant issues related to coal delivery at VA2 jetty.
Responsible for evaluating and monitoring of potential Contingency Plan implementation by coal suppliers and transporters.
• Monitor with VAPCO relevant teams of update on laws, rules and regulations related to coal supply and transportation.
• Monitor shipping and coal markets including forecasts.
• Monitor CTA and CSAs related indexes daily values (Baltic Index (Trans-Pacific Voyage Route 3A_Panamax), bunker related index (Platts Oilgram Price Report for Singapore), US/VN inflation, exchange rate, gcNEWC, HBA, etc…).
• Provide guidelines, information, targets & objectives to the coal logistics team.
• Develop culture of cooperation within the coal logistics team.
• Identify, plan and supervise training opportunities for the coal logistics team.
Ensure coal logistics team compliance with VAPCO internal policies, rules and management system.
• Perform annual review of coal logistics team personal performance.
• Comply with all VAPCO standards and policies.
• Any other tasks as may be assigned from time to time by VAPCO management.
EDUCATION, EXPERIENCE AND GENERAL REQUIREMENTS
• At least Bachelor’s Degree in international economics/foreign trade/import-export/logistics or related field from abroad or Vietnam universities (Foreign Trade University, University of Economics – Vietnam National University, National Economics University, Banking Academy).
• Minimum 5 years’ experience in dry-bulk commodities (ideally coal supply/trading and/or dry- bulk shipping (ideally within coal industry).
• Excellent management skills (including time management).
• Possess business level communications skills in English (written and verbal), able to communicate/discuss any topic in the business environment. Computer literate (MS Office - Word, Excel, Outlook, Power Point).
• Ability and confidence to negotiate minor issues independently but always with knowledgeable and supportive reasons (problems solving).
• High level of accuracy and attention to details.
• Strong ability to do multi-task and work under pressure.
• Honest, hardworking, responsible, enthusiastic, positive, team player.
• Available to work overtime and/or weekends if required.
Potentially travelling abroad.
