I. OBJECTIVES:

  • Plan annual budgets, Operation Division's strategy, and milestones to deliver KPIs based on NTL's vision 2027.
  • Oversee and operate Business Development nationwide. 

II. KEY ACCOUNTABILITIES:

1. Build and develop operating procedures: For departments under the Operations division, ensure KPIs on Service Quality, Cost Management, and cargo safety during operation at Branches/Post Offices:

  • Delivery (First mile, Last mile)
  • Middle mile
  • Moderation
  • Inner city fleet; short route
  • Warehouse (General warehouse and inner city warehouse / Branch)
  • Vehicle maintenance center
  • Operational Innovation Department
  • Compliance Department

2. Business management, and operation

2.1 Developing policies, regulations, products, and services:

  • Analyze and propose detailed KPIs for departments under the Operations Division;
  • Develop and issue policies/regulations: regarding cargo/property safety, and compensation limits.
  • Develop proposed transportation products and services for the Commercial Department.

2.2 Organize mining routing according to the hub-spoke model:

  • Clarifying the scope of responsibility and itineraries to operate the fleet at each branch/region.
  • Develop and issue a set of routing/routing standards for the inner city and inter-region.
  • Develop and issue a table of cut-off time for each type of service, post office, and branch receiving point in the nationwide system. Includes: Last mile, First mile; Middle Mile: Transshipment, inter-regional connection, and the whole process for each type of service on all branches/hubs/post offices nationwide.
  • Continually improve and develop cargo control processes: Package ID, Vehicle Code, Route Code; Warehouse import and export system; The system of dividing and selecting routing; Vehicle positioning system - delivery; Warehouse standards; Warehouse optimization diagram.
  • Continually improve and develop and issue procedures for handling drop/cut-off incidents, including Air Depot/ Road Depot/ Branches/ Post Offices nationwide.
  • Lead in the project of placing loads, and booking trunk loads (TMS).
  • Manage subcontractors if any.

3. Apply technology: to increase control/reduce costs and improve service quality. Include:

  • Apply technology that makes time optimization requirements: route connection, routing, real-time tracking of goods, loading goods, bills of lading, manipulation on the App, and goods status.
  • Indicators on Dashboard: number of calls to receive goods; Receive goods still hanging; The number of kilometers the vehicle runs; Book download backbone.
III. KEY REQUIREMENTS:
  • Experience in the same position in Express company or Decentralized Operating model.
  • Strong business acumen (ability to understand and cooperate with sales team in new projects).
  • Proven track record of Administration & Operation management.
  • Proven track record of costs optimization in operation management (all stages of delivery process)
  • Understanding the reality of Operating, how to link the Company's strategy, and actual implementation experience.
  • Skillset: Cross- functional leadership skill, Data Analysiz, Logical mindset.
