​​*JOB OVERVIEW :

As a manager, you play an important role in collaboration with internal and external stakeholders regarding all S&O divisions to bring excellent service to our valued clients and associates. Your responsibilities are not limited to managing HR operational processes and the daily operations of employee database, labor contract and employment administration, personal income tax (PIT) services, Social and Health insurance (SHUI), to ensure full compliance to Labor Laws as well as internal regulations of Manpower and its clients.

*KEY RESPONSIBILITIES :

1.Master data management:

  • Manage employee records – Oversee and ensure all the employee data is recorded/ updated timely, accuracy in relevant systems.

  • Data updates and maintenance - Ensure the consistency, completeness of all employee data across the platforms, maintain and respond to requests for data changes in a timely manner.

2.Contract management:

  • Labor and service contracts – Monitor team to prepare, review, and manage end to end all employee contracts, including both labour and service contracts. Ensure that contracts are legally compliant and aligned with the company’s policies and procedures.

  • Contract renewals and amendments - Oversee contract renewal processes, ensuring timely issuance and that amendments are completed according to employee requests or company requirements.

  • Compliance assurance - Regularly review contracts and templates to ensure they are up to date with current laws and regulations, particularly around employee rights, compensation, and benefits.

3.Offboarding management:

  • Offboarding documentation – Supervise the preparation and management of offboarding process to ensure that all required documentation is completed and follow the rules.

  • Exit procedure coordination – Manage team to collaborate with other departments to ensure the return of company property, the completion of employee evaluations, and the proper setup for knowledge transfer if necessary.

4.Insurances activities:

  • Insurance contribution and administration – Make sure the monthly submission, regularly track employee eligibility to social and private health insurance, ensuring accurate compliance with government regulations and addressing any discrepancies in a timely manner.

  • Compliance with legislation - Stay updated on changes to social insurance and health insurance laws and ensure that the company’s processes are in line with these regulations.

5.Personal Income Tax:

  • Registration - Ensure employees are properly registered with the tax authorities.

  • Reporting compliance - Monitor changes in employee tax status and ensure that tax data is filed correctly with relevant authorities in accordance with the law.

6.Document management:

  • Records: Oversee the scanning, storage, and organization of both physical and digital employee files. Ensure that all documents are recorded in accordance with company policies and that they remain accessibility.

  • Filing: Maintain an organized filing system and ensure that all documentation is up-to-date, completed and store securely.

7.Compliance management:

  • Labor law compliance - Ensure that all HR activities comply with current labor laws, tax regulations, and insurance laws. Proactively monitor and update changes in legislation and ensure that the stakeholders/ relevant departments are aware of and adapt to new regulations.

  • Policy enforcement - Assist in developing and enforcing HR policies that reflect current laws and best practices. Provide guidance and advice to the stakeholders/ relevant departments on compliance -related matters.

  • Audits - Conduct regular internal audits to identify and correct HR processes and employee data to ensure compliance with legal and regulatory requirements. Work with authorities related to audits.

8.Periodical Reports:

  • Government reports - Prepare and submit regular reports to local government agencies, including labor departments, insurance offices, and tax authorities... Ensure that reports are accurate, complete, and submitted within the required timelines.

  • Internal reports - Provide periodic updates regarding HR operations, employee data, contract renewals, compliance issues, offboarding activities and others as requested.

*REQUIREMENTS :

  • Bachelor’s degree in human resources, Business Administration, or a related field (Master’s degree or HR certifications are a plus).

  • 10 + years of experience in HR/ Outsourcing & Staffing service, with at least 3 years in managerial capacity.

  • Having expertise in shared services is an advantage.

  • Analytical, result-driven, and adept at critical thinking to provide actionable solutions.

  • Excellent in English communication (reading, speaking, writing, listening)
