Key responsibilities:
  • Capex Project H&S management
    • Ensure the contractor supply enough qualified manpower, tools and perform tasks as required 
    • Coordinate with HSE personnel to maintain the Project Health and Safety
    • Manage Capex Project H&S activities.
    • Working with Factory HSE to develop safety control plan for project
    • Conduct site inspection regularly to control and assure compliance of contractors on Vilube safety & environment regulation.
    • Investigates incidents and preventive actions to minimize recurrence for non –compliance
  • Develop strategy of projects aligned with Factory direction
    • Ability to work with Top Management to understand the objectives and business benefits targeted by the project.
    • Based Factory operating plan to develop project roadmap for expanding/ improving Factory infrastructure facilities
    • Develop Factory layout for capacity expanding. Working with consultant, authorities for project concepted develop complied with regulatory.
    • Provide consultant to Management in regard of developing projects aligned with Factory operating plan
    • Contribute to the preparation of a business case setting out a return on investment.
  • Build Project plan and Execution and monitoring
    • Based on direction of Factory, to do feasibility study for project implement 
    • Define the Project scope, and key project stakeholders.
    • Create a Project Implementation Management plan
    • Develop a project implementation schedule with the project deliverables and milestones
    • Develop Tendering request and implement bidding process, evaluation and select the right contractors
    • Oversee and manage all aspects of a construction project, from planning to completion. 
    • Establish project objectives, budgets, timelines, and quality standards.
    • Coordinate with architects, engineers, contractors, and other stakeholders to ensure everyone is on the same page and working together effectively.
    • Monitor project progress and adjust plans as necessary to stay on track.
    • Communicate regularly with clients and other key stakeholders to keep them informed of project status and address any concerns or issues that arise.
    • Manage project teams, including hiring, supervising, and directing staff as needed.
    • Ensure compliance with all applicable laws, regulations, and safety requirements.
    • Maintain detailed project records, including budgets, schedules, and change orders, and provide regular reports to project sponsors and other stakeholders.
    • Review completed projects to ensure quality standards are met and identify opportunities for improvement in future projects.
    • Obtain the relevant building permits, Licenses and other statutory obligations as may be required.
  • Maintaining and improvement infrastructure facilities
    • Timely review current infrastructure and making planning, budgeting for maintenance
    • Working with Factory related department to implement the request of improving/ new build facilities of factory
    • Planning and execution of maintaining current facilities without interruption of Factory operation
  • Stake holder management
    • Identify stakeholders and gather information to understand their needs and expectations.
    • Confidently engage with stakeholders to build commitment and support.
    • Communicate progress regularly (no surprises) to the project sponsor, any key stakeholders, and project team members. 
    • Recognize when there are conflicts, acknowledge the feelings and views of the people involved, and redirect their energy to a common goal
  • Project cost management
    • Working with management to develop capex, opex in budget as request
    • Develop project, improvement infrastructure within approved budget
    • Cost control within budget for capex, opex spending

EDUCATIONAL QUALIFICATIONS
  • University degree and above 
  • Diploma in Civil Engineering degree
  • Capability to communicate fluently in English 
  • Project management certificates
  • Knowledge in Vietnamese legislation regarding project execution permits 
  • Computer skills: Auto ACD, Microsoft project……
TECHICAL SKILL REQUIREMENT
  • Project Planning 
    • Develop work and product breakdown structure. defining work activities and ‘products’ to be delivered at each stage
    • Identify dependencies and sequence activities into a realistic schedule; estimate the type, cost, and timing of resources
    • Factor constraints on resource availability, skill levels, organisational capabilities, readiness, and costs into the plan
    • Use estimation and planning tools and techniques to drive precision and accuracy in plans
    • Agree the baseline plan with stakeholders
  • Project Risk Management
    • Carry out risk assessments, involving stakeholders and referring to specialists where relevant (e.g. legal and regulatory requirements)
    • Evaluate risk likelihood and impact and prioritize them for analysis and response planning
    • Agree and communicate an appropriate risk response plan.
  • Quality Management
    • Discuss quality expectations with stakeholders and agree on acceptance criteria
    • Document the quality plan and agree on it with stakeholders. 
    • Confirm that completed deliverables meet customer quality criteria and secure their acceptance
  • Progress Monitoring and control
    • Analyse and report performance, resource usage, and expenditure against the plan.
    • Examine any areas that exceed agreed tolerances and take corrective action.
    • Lead/contribute to regular status meetings to review the ‘health’ of the project with key stakeholders
RELEVANT EXPERIENCE
  • At least 10 years on Project Management position
  • Used to work in Factory environment of implemented improvement/ infrastructure projects and built brownfield/ greenfield projects.
  • HSE knowledge and site HSE management
  • Having experiences working for FDI investment.
  • English fluently in speaking and writing.
  • Used to lead and implement project process from building RFP (Request For Proposal), Pre-qualification contractors, Bidding, Tendering evaluation report, selection contractor and execution, Final inspection and handing over 
  • Working with authorities, stake holders for apply and permits obtained
