A. RESPONSIBILITIES

  1. Planning:
    a) Participate in the development of the group's strategy under the direction and assignment of the CEO.
    b) Advise the CEO on operational orientation policies for the business sector.
    c) Plan and propose the business strategy for CEO approval.
    d) Plan and propose strategic objectives related to functions within the business sector for CEO approval.

  2. Implementation:
    a) Disseminate and train department and unit directors to understand the policies and strategies in the business sector.
    b) Disseminate and organize the implementation of strategic objectives related to functions within the business sector.
    c) Organize the implementation of business activities throughout the group.
    d) Report on implementation results.

  3. Control:
    a) Monitor the implementation of plans and operational objectives in the business sector.
    b) Control the implementation of strategies and strategic objectives in the business sector and propose supplements and amendments to long-term policies, strategies, and objectives to the CEO.
    c) Evaluate the effectiveness of activities in the business sector and advise the CEO on assessing the performance of functional department directors and operational units.

  4. Improvement:
    a) Review operational processes, evaluate the effectiveness and risks of regulations and processes in the business sector.
    b) Organize the implementation of corrective and preventive actions in the managed sector and monitor the implementation.

  5. Training and Development of Personnel:
    a) Advise and provide feedback to management personnel of functional departments and operational units in the business sector to support units in achieving their plans and operational objectives.
    b) Advise the CEO on personnel issues related to the business sector.

  6. Reporting:
    a) Report to the CEO on the performance of assigned tasks weekly, monthly, quarterly, annually, or as required.
    b) Details on report types and implementation timelines are stipulated in the Information Management Regulations.

B. AUTHORITIES

  1. Business System Management:
    a) Recommend the CEO not to approve the operational plans and objectives of departments and operational units in the business sector if they do not meet the company's policies, strategies, and regulations.
    b) Access the entire planning, operational, and control information system of the group.
    c) Recommend the CEO handle cases of non-completion of tasks or non-compliance with operational requirements.

  2. Specialized Authority:

    • As per the authorization matrix and delegation from the CEO.
C. REQUIREMENTS FOR QUALIFICATIONS, COMPETENCIES, AND PERSONAL QUALITIES

Qualifications:
  • Bachelor's degree in Business Administration, Economics, Engineering, Construction, or equivalent.
  • Proficient in English (equivalent to TOEIC score of 785 or higher).
  • Proficient in office computing and related management software.
  • Trained and skilled in statistics, analysis, and forecasting.
  • Trained in project management according to PMI standards.
  • Completed a CEO course organized by a reputable institution.
Knowledge:
  • Thorough understanding of the company's main business areas: production, concrete foundation piling construction, and other products (products, markets, customers, suppliers, competitors, etc.).
  • Knowledge of domestic and international business laws related to the company's operations.
  • Understanding of standards and regulations for construction products and services.
  • Knowledge of various construction machinery and equipment.
  • General knowledge of accounting and finance.
Skills:
  • Planning, commanding, controlling, analyzing, and making decisions based on scientific principles.
  • Ability to manage, train, and develop staff, and effectively work and coordinate with other units.
  • Strong communication skills with domestic and international partners.
  • Good negotiation, persuasion, and negotiation skills.
  • Strong market forecasting abilities.
  • Good construction project management skills.
  • Strong problem-solving skills.
  • Observational skills: scientifically and systematically perceiving events or activities around.
  • Quick understanding: quick instinctive perception and ability to understand situations.

  • Decisiveness: ability to make timely conclusions based on analysis and reasonable arguments.
  • Ability to work in an organization with a multi-dimensional reporting structure.
Experience:
  • At least 10 years of experience in business management, including at least 5 years in construction business management at an entity with an annual scale of over 1,000 billion VND.
  • Preference for candidates with project management experience.
