JOB OBJECTIVES:

System Development:
Develop, improve, and maintain an effective HSE management system for all nationwide operations related to lifting equipment (cranes, floating cranes, forklifts) and transportation (ships, barges, container truck fleets). -
Safety Operations:
Ensure safe operations of equipment and transportation activities, in compliance with legal regulations and internal company standards. -
Monitoring & Reporting:
Closely monitor the implementation of safety regulations and procedures at ports. Provide periodic and ad hoc reports on equipment and transport safety, and recommend improvement measures.
JOB DESCRIPTION:
1. HSE Management System Development (Equipment & Transportation):

Research & Process Development:
-
Research and update legal regulations related to safety in lifting and transport (maritime and road).
-
Lead the development, updating, and enhancement of standards, procedures, and safety operating procedures (SOPs) for:
-
Operation, maintenance, and inspection of various cranes (shore cranes, RTG cranes, mobile cranes, etc.).
-
Operation, maintenance, and inspection of different types of forklifts.
-
Operation of vessels and barges (anchoring, loading/unloading, movement within port areas).
-
Operation of container truck fleets (vehicle inspections, delivery/receipt processes, safe driving practices).
-
Fire and explosion prevention for equipment, vehicles, and warehouses.
Develop inspection procedures and checklists for various safety checkpoints (as per Appendix 2 and relevant standards).
Documentation & Dissemination:
Ensure that procedures and guidelines are fully documented, clearly written, and easy to understand.
Organize dissemination, training, and coaching for relevant departments (operators, drivers, crew members, port safety officers, etc.) on new procedures and regulations.
Risk Assessment:
Lead periodic and ad hoc risk assessments for activities involving equipment and transport.
Identify hazards, assess risk levels, and propose control and mitigation measures.
Documentation Management:
Establish and maintain documentation systems related to equipment and transport safety (licenses, certificates, inspection reports, accident reports, etc.).
2. Safety Operations Management (Equipment & Transportation):

Inspection & Supervision:
-
Conduct regular and ad hoc inspections at ports to ensure compliance with safety procedures and regulations.

Use surveillance systems (CCR) to monitor and detect unsafe behaviors and potential incidents (as detailed in relevant safety standards and regulations).

Collaborate with port safety officers to address emerging issues.
Incident Investigation:
Participate in investigating and analyzing the root causes of accidents and incidents related to equipment and transportation.
Propose corrective and preventive measures to avoid recurrence.
Contractor Management:
Supervise compliance with safety regulations by contractors providing equipment and transport-related services.
Consulting:
Provide consultation to the management and relevant departments on safety issues related to equipment and transportation.
3. Monitoring, Evaluation, and Reporting:

Data Collection:
-
Set up a system for collecting data on equipment and transport safety (number of violations, incidents, training hours, etc.).
Analysis & Reporting:
Analyze data to evaluate the effectiveness of the safety management system.
Prepare regular reports (weekly/monthly/quarterly/annually) and ad hoc reports on safety performance, emerging issues, and improvement recommendations.
Track the implementation progress of corrective and preventive actions.
Continuous Improvement:
Based on monitoring and evaluation results, propose improvements in procedures, equipment, training, etc., to enhance safety performance.
JOB REQUIREMENTS:

Education:
Bachelor’s degree or higher in Engineering (Mechanical, Transport, Maritime...), Safety Management, Occupational Safety and Health, or relevant fields. -
Experience:
-
At least 3–5 years of experience in occupational safety, preferably in the seaport or logistics industry.

Hands-on experience with lifting equipment and both inland waterway and road transport vehicles.
Knowledge:
In-depth understanding of Vietnamese occupational safety laws, especially in the seaport and transport sectors.
Solid grasp of international safety standards (ISO 45001, OHSAS 18001, etc.).
Technical knowledge in safety engineering, risk assessment, and incident investigation.
